Creative Commons licensing allows creators to specify how and when their work can be re-used or re-mixed, thereby preventing you from having to ask permission (as long as you respect the guidelines set by the creator).  You can search for material (music, images, etc) for which the creator has granted re-use rights at the Creative Commons site.
