2022 OSTP Public Access Policy Memo

This guide will assist users in understanding the 2022 OSTP Public Access Memo (the "Nelson" memo)

What is the Timeline?

August 25, 2022: OSTP Public Access memo published (aka: Nelson Memo)

February 21, 2023: Federal agencies with more then $100 million in research expenditures must submit their new or updated public access policies for review.

August 20, 2023: Federal agencies with less than $100 million in research expenditures must submit their new or updated public access policies for review.

December 31, 2024: Deadline for all agencies to submit their final public access policies.

December 31, 2025: New and updated public access policies will be in effect no later than this date - affecting all researchers applying for funding. 

December 31, 2026: Deadline for all agencies to submit their final policies on implementing** Scientific and Research Integrity: Identifiers for Researchers

December 31, 2027: New polices for implementing Scientific and Research Integrity: Identifiers for Researchers will be in effect no later than this date.

**Federally funded researchers will be instructed to obtain a Digital Persistent Identifier (DPI) that meets the common/core standards of a digital persistent identifier service defined in the NSPM-33 Implementation Guidance, and include it in published research outputs.
